Abstract
state but has become a part of the country, by carrying out the substantive function of the value of Islam related to the halal principle in Islam. It had been voluntary in the beginning then becoming mandatory for the implementation of halal product assurance. Government Regulation No. 31 Year 2019 governing Regulation of the Implementation of Law Number 33 of 2014 concerning Halal Product Assurance, is benefiting the most for the existence of BPJPH (Halal Product Assurance Organizing Agency) in carrying out its duties and functions as one of the organizing agency under the Ministry of Religious Affairs Republic of Indonesia. This study applies descriptive qualitative research methods in which the problem in this study is whether there is an influence from the issuance of Law Number 33 of 2014 concerning JPH and the issuance of Government Regulation No. 31 Year 2019 concerning JPH on the Decision to Conduct an M.o.U and the Cooperation Agreement between LPH (Halal Inspection Agency) Candidates and BPJPH. The LPH candidates who have been visited by BPJPH. The results of the research from the above problems that the issuance of the Law Number 33 of 2014 concerning JPH and the issuance of Government Regulation Number 31 of 2019 about JPH affect the Decision of Conducting M.o.U for LPH Candidates with BPJPH and have not yet affected LPH Prospective Cooperation Agreement with BPJPH.
