Abstract
The purpose of this study is formulated results and concepts of core competencies that can be utilized industrial areas and assist local governments to improve the effectiveness and competitiveness of the region in order to stimulate the regional economy that will ultimately have a positive impact on the national economy. Data used in this study were primary and secondary data, including data on production, industrial centers, markets, contribution, productivity, infrastructure, institutional, and industrial sectors to the role of employment. By using the method of analysis and value chain analysis of the hierarchy, as well as a SWOT analysis of strategic policy analysis and other supporting analysis, the resulting analysis as follows: for Gresik regency with core competence is the embroidery industry;
